AMERICA AND GERMANY.
REPARATION PAYMENTS. WASHINGTON, February 4. The Secretary of State has advised the Senate that the Paris agreement for the liquidation of American claims against Germany out of reparation payments was made in accordance with the long-recognised authority of the President, to arrange for the payment of claims in favour of the United States and her nationals. Mr. Hughes' letter in reply to a resolution moved by the "irreconcilables" in the Senate did not answer their question as to whether the United States Ambassador to Britain (Mr. F. B. Kellogg) had at any time proposed reservations.
"The agreement makes no provision for sanctions." said Mr. Hughes, "and it does not commit the United States to any nction in case payments are not made.'"—(Reuter.)
