KAISER AGAIN.
GERMANS HANKERING FOR MONARCHY. LONDON, January 20. The restoration of the monarchy remains the dominating aim of the (lerniHii Nationalists, and in this regard Count Westarp. the Nationalist leader, has made a significant declaration. Speaking iii the Reichstag, he said: "The question of the monarchy is now more real than at. any time since the foundation of the Republic."
It is. of course, the Herman people's own affair what form of stale they chose to live under. The Berlin correspondent of "The Times." however, points out that as Kurope is considerably interested in the form of state C.erniany chooses to adopt, it is perhaps well that Count Westarp should thus contribute lo common knowledge now that his party is iv a petition of responsibility.
