Dougall, president of the Canterbury branch, stated that the league was now proposing to the (Government thai a proportion of the young men in military training slioul'd be trained for tbe sea. and that naval training units should be established at the principal ports of the Dominion. It was hoped to impress on the Government tbe logical necessity of such a scheme, and with his Excellency's approval it was proposed to designate , the sea cadets as the "Jellicoe Cadets." J Lord .Icllicoe, in his reply, said that las the matter was one of policy, his 1 lips were sealed. If he were asked" after November 2i; he would be only too pleased to express an opinion. "Vp till then." he added. "I am afraid my lips arc scaled."
