REFORM QUOTES LIBERAXISMIIOW SETTLERS ARE SHACKLED. (Br Telegraph—Special to "Star.") TAURANGA. this day. A contradiction has been given to Reform's claim that it has "improved and largely extended the advances to settlers" system. Under the old system inaugurated by Sir Joseph Ward a settler obtained £900, and his annual interest bill was £49 10/ if he paid promptly. If he applied for a further £300 under Mr. Massey's new amendment of last year he was offered the £300 provided he agreed to pay off the whole of the £900 and take £1200 on the new terms. Under the new terms his interest bill is £103 1(1/ per year, the rate being increased and the time shortened. Under the old scheme it would have been £72, an increase of £31. H« cannot afford it, and will have to turn the offer down.
