THE D.S.S. ACT.
■StfNffi BACKWARD PAYERS. The executive of the Returned Soldiers' Association last night received correspondence from several Cabinet Ministers acknowledging receipt of tbe remits passed by the Association at its last i meeting with regard to the stoppage of loans to Kokliers under the Discharged Soldiers' .Settlement Aft. Consideration of tlie resolutions was promised, and it was pointed out to the association that, since notification of the stoppage of loans, money had been advanced to re.lieve distress in several eases. Tn discussion it was suggested that the present time was one of stress, and it was difii-eult for the Government to obtain money for advances under the D.S.S. ,'Act. though when times improved h resuscitation of the action of the Act ■was expected. A sentence in one Ministerial communication, to the effect that if more returned soldiers paid their instalments as they became due there 'Would be more money for other advances, discussed. Mr. Andrews declared till at many men, accustomed to paying weekly rent, had nothing to pay wuen an advance -was made until after six months an instalment of perhaps £30 or £40 was demanded, and the man found jt impossible to pay. He suggested that it should be impressed upon those who were behind J with their payment that they were I spoiling the chances of their mates, and that the association should be in support of drastic action against these defaulters. A resolution to this effect was carried, and it was also resolved to point out to the intomin? committee the work that had already been done in the matter of the hoW up in the D.S.S. Act. and requesting the new committee to push matters onward.
