ASKING FOR SAFEGUARDS. ißeeeived 10 a.m.) CONSTAXTINOPLE. April 10. The reply of the Porte to the Allied proposals for a Grneco-Turkish armistice states that the Turks are ready to send delegates to negotiate for peace within three weeks. The Porte regrets, that owing to local reasons it is unable to accept Constantinople as the venue of the conference, and asks the Allies to fix a town in Western Europe. It urges the Allies to pi-event the Greek army's transfer to Thrace after the evacuation of Anatolia. The Allied High Commissioners are preparing a reply to the Turkish Government pointing out that the lattcr's proposals cannot possibly be accepted by the Allies.—(A. and N.Z. and Renter.) "
