CONTROL OF SHIPPING.

PROPOSED DOMINION LINE. TIME INOPPORTUNE. ,42,. (By Telegraph.—Press Association.) CHRISTCHURCH, Wednesday. The shipping question was considered at the annual conference of the Associated Chambers of Commerce to-day. Mr. J. B. Richards (Stratford) moved: ■'That, having in view the geographical position of New Zealand and the dependence of our prosperity on ocean transport, this conference strongly approves of the establishment of shipping controlled within the Dominion." He said he was not in favour of a State-owned line of steamers. He was prepared to amend the remit to provide for "reasonable control within the Dominion."

Mr. C. S. Owen (Dunedin) remarked that the matter was more an economic one rather than an academic one. Enormous figures were involved in the establishment of a Dominion-controlled line. The president said the Canadian Government had lost £10,000,000 in respect of shipping bought during and since the war. They were not in the position in New Zealand to embark on a large shipping scheme. The shipping companies were making heavy losses at present. An amendment was agreed to: "That while in sympathy with the remit generally this conference considers the time is inopportune for the establishment of a shipping line controlled within the Dominion." Mr. C. S. Owen (Dunedin) moved: '"That the conference disapproval of the establishment of a mercantile shipping board or company on the lines proposed by the New Zealand Farmers' Union, involving Government subscriptions and a guarantee by the Crown for borrowed money." He cited the losses experienced by other countries that have gone in for shipping schemes. The deletion of the words "on the lines proposed by the New Zealand Farmers' Union" was suggested. Mr. Owen accepted this amendment, and the remit as amended was adopted by 18 votes to 15.

The president remarked that in view of the closeness of the division the remit would not be pushed ver3 r heartily.
