CIVIL CONTROL SUGGESTED. UNSUBSTANTIATED CHARGES. SYDNEY, July 5. The report ot the Royal Commission which investigated the operations of the Cockatoo Island dockyard recommends the construction at the island of a floating dock capable of holding any ship ever put into the water.
