The conference on State-aided emigration and Empire settlement will be opened at the Colonial Office to-morrowj The whole of the Dominions and the States of Australia are sending representatives. The meetings are expected to last several days. The programme of j subjects includes: (11 Consideration oil [the general question of Empire land settlement on a comprehensive scale; 12) increased ocean and railway freights; 13) increased cost of fitting out immij grants; (4 1 the principle of State-aided [emigration of children: iol preference Ito British settlers over foreign emigrants to the Dominions: f(i) the arrangements for receiving intending emigrants in this country and their reception and welfare on arrival in the Dominions; (7) the appointment of a representative of the British Government in each Dominion to supervise the arrival of British immigrants. It is understood that Mr. E. D. Millen is submitting to the conference proposals for an Imperial loan for the : purpose of founding and developing land 1 settlement areas in Australia by British immigrants.— (A. and X.Z. Cable.)
