The Referees' Association submitted the following new rules, as are in vogue in New South Wales: — Scrummage.—A properly formed scrummage must be so formed as to provide a clear opening or tunnel In wMcii to insert ■the ball. All forwards in line is clearly against the spirit of the rule. The ball must be rolled along the ground, i.e., put in underhand Into the scrummage, and must pass tit least one man of either side of the front row of forwards. On no account will the hall be ruled as in play if It comes out of the scrum by way of any other passage. A penalty kick is to he giveu against the side that prevents the ball from going fairly into the scrum.
