(Received 11.15 a.m.) MADRID. April 13. A critical situation has arised over the torpedoing of the San Fulgencio by the Germans. King Alfonso is consulting the political leaders in order to secure an agreement before acting. Senor Alvarez, leader of the Reformists, in an interview, declared that neutrality was now impossible. The Government has decided to demand an indemnity for the San Fulgencio. The San Fulgencio was a small steamer of 1.558 tons. She was built in 1901, and was owned by a shipping firm of Carthagcna, Spain.
