: ■ FREE PI ACE CONDITIONS. STIFFER DEMANDS MADE. (By Telegraph.--Own Correspondent.) WELLINGTON, this day. The conditions for securing free places at high schools are being stiffened under new regulations approved by the Minister for Education, though not to the fuH extent advocated by leading educationists. The requirements for certificate of proficiency on leaving the primary school is also being increased. The matriculation examination conditions remain untouched.
