BEYERS' PERFIDY.
WOTTLD ESTABLISH REPUBLIC. REBELS MAKE RESTITUTION. (Received S a.m.) CAPETOWN, March 12. The rebels in Orange River Free State have resolved to pay foT all the damage they have d-one. Some o.f the loyaliete have claimed merely the cost price of the articles commandeered by the rebele. 1 Speaking in the Assembly, Mr. Herzog attributed the rebellion to the Government's unconstitutional actions. He admitted t-luit the Government had done Its duty in suppressing disorder. Mr. Neeer, Chairman of Committee, announced that General Beyere, on the 14th of August, told the commandants that they were going to the border to receive German guns and ammunition and then return to Pretoria to establish a Republic.
