The Washington correspondent of the London "Times" says that an ultimatum has been nvnt to General Carranza. the present President of Mexido, regarding the eaiety of foreigners. The newspapers demand that Mr. Wileon ehall forget hie Indianopolis speech and shoulder the United States responsibilities regarding Mexico. I It is -reported that Carranza has seized ! the British steamer Wyvisbrook, 3158 tons, which wae lying off CampechCj and ha* imprisoned the captain. The Secretary of the Navy lias ordered Admiral Fletcher to "rush" two American battleships from Cuba to Vera Crux.
