SEINE IN FLOOD.
FIGHTING OPERATIONS. PARTS, February 12. The Seine, at Pont Royal, has risen 21 feet. Fighting operations against the flood have been resumed in Eastern Paris. LOANS TO THE SUFFERERS. EXTENT OF THE DAMAGE. (Received 8.15 a.m.) PARIS, February 13. The Bank of France advances £4,000,000 free ~ e interest, and repayable in five years, for grants to flood sufferers. The Government propose loans to small tradesmen, not exceeding £200, free of interest. A total of 14,100 houses in Paris, out of 85,000, were affected.
