With a view to stimulating the birthrate the German Minister for the Interior has announced that the Kaiser will stand godfather to the eighth child of any German family. A bonus of £3 is also promised for needy parents. The "Daily Express" wittily heads the news. "The Kaiser want 3an eighth," referring to the Unionist demand for Dreadnoughts.
