A BILL FOR SCOTLAND. LONDON, February 27. In the House of Commons the Temperance (Scotland) Bill, introduced by Mr. Duncan Pirie, Liberal member for North Aberdeen, and embodying the principle of local option, has been read a second time by 174 votes to 64.
