ARBITRATION TREATIES. NEW YORK, February 27. At the Peace Society's dinner in New York, Mr. Elihu Root (Secretary for State) declared that the obstacle to the recent negotiations between America, Japan, and England was not diplomatists, but people who ought to be ostracised and punished for insulting friendly Powers. Mr. James Bryce (British Ambassador) stated that Mr. Root had signed 24 arbitration treaties. Mr. Takahira, the Japanese Ambassador, praised Mr. Root's work during the recent "fallacious clamour." He was glad that the public had seen the folly of the impossible story that Japan was seeking war.
