KAISER'S INTERFERENCE.
Criticism in Germany. BERLIN, April 1. Berlin newspapers caustically criticise the Kaiser's intervention in regard to the American Ambassador, and deprecate the idea that an Ambassador to Germany should owe his position more to riches than ability. Some of the newspapers express a wish that the Kaiser -would refrain from personal intervention in delicate foreign affairs. NEW YORK, April 1.
