President Roosevelt has submitted to the Senate five claims against Venezuela, respecting which President Castro refuses to arbitrate, including the New York and Bermudez Asphalt Company's claim. In regard to this claim a Special Commissioner, Mr. Calhoun, reported to the State Department that if the company's demands met with procrastination or refusal the dignity of the United States Government required prompt and vigor- • ous action.
