GERMANY'S WAR FUNDS.
The Millions in Spandau Tower. BERLIN. March 18. The German Government has refused to use 120 millipn marks (£5,900,000) of war treasure kspt in the Julius Tower at Spandau, a fortified town about nine miles from Berlin, for the Empire's current necessities, insisting that it must be kept available for a time of war.
