AMERICAN FINANCE BILL.
NEW YORK, March 18. The Senate's Finance Committee desire to amend Mr. Aldrich's bill (to provide for the issue of an emergency currency to the amount of 500 million dollars in National Bank notes) by eliminating railway bonds as security for National Bank note circulation. The committee advises that banks should be prohibited from withdrawing more than nine million dollars from circulation in any one month.
