SECOND BEADING IN THE LORDS. LONDON, March 18. In the House of Lords, Lord Carrington's Agricultural Holdings Bill, providing for compensation for improvements holdings, and the Small Holdings Allotments Bill, dealing with the powers of county councils with regard to the provision of small holdings loans to tenants, were read a second time.
