Admiral Brownson, on behalf of President Roosevelt, declares that when the united States was at perfect peace it was a good opportunity to give the world a startling demonstration of what the American Navy is capable of doing. Admiral Dewey states that the transfer of the fleet is desirable, because it is necessary for the United States to hold the balance of power in the Pacific.

BERLIN, July 9.

Japan has placed with Krupps heavy orders for 12-inch guns for her battleships of the Dreadnought type, owing to English works being fully occupied in constructing 120 such guns for the ships of Britain and other Powers.

The guns ordered from Krupps will cost £3,000,000, and will afford employment to 30,000 additional men.

Immensely extended works have been ordered to be prepared to meet the new demand.

TOKIO, July 9.

The-Japanese Press calmly admit that it is natural that America should redistribute her navy as a sequel to the adoption of an Imperial policy. Field-Marshal Okuma remarks that as the fleet's arrival will synchronise with the chrysanthemum season it will enable Japan to display hospitality. -Nevertheless, prices on the Tokio Stock Exchange have fallen slightly.
