LONDON, April 10. T&e St. Petersburg correspondent of Use Tunes' 7 learns that Russia is issuins a five per cent, loan of £92,000,000 gfS5. Bankers alone are invited to sub'saihe. Trance is taking fifty millions, and London, Amsterdam, and New "York four millions each. Eussian banks will take, thirty millions instead oi Berlin. Hie sum of 25 millions out of the total lequired is to pay for recent issues of ihort dated "bonds. The balance will not 'snsce to pay the expenses of the war, ami. the famine, and to meet the deficit ;ca the budget.
