PORTUGUESE GUNBOAT'S ACTION. ATTITUDE OF FRANCE. LONDON, January 17. When the Baltic fleet waa on its way down the western coast* of Africa. Admiral Koshdestveuski entered Tiger Bay, in. the Portuguese territory of Angola, with the intention of coaling there. The commander of a Portuguese gunboat in the bay forbade his doing so, and the squadron retired. The French Foreign Office has made an official statement that the Baltic fleet has not anchored in the territorial waters of Madagascar. FLEET MUST FIGHT. THE CZAR'S DECISION. LONJXJN", January 17. The correspondents at St. Petersburg for the French newspapers say that the Czar has finally decided that he will not recall the Baltic fleet.
