FROM INFLUENTIAL CITIZENS. SUCCESS HELD TO BE IMPOSSIBLE. (Received 7.47 a.m.) ST. PETERSBURG, January 17. A nun»ber of eminent citizens of St. Petersburg intend presenting an address to the Czar representing the uselessness of the Governmentt's continuing the war, which they declare they are unable to ; conduct successfully. Representative citizens of the capital, and many of the principal towns, are signing the address.
