AMERICAN CONSUL'S ACCOUNT. BIG PREPARATIONS IN CENTRA!. CHINA. (Received 9.3 ajtn.) LONDON, August 21. Mr. Martin, the American Consul at Nankin, on being interviewed on his arrival at San Francisco, stated that Japanese officers were drilling an immense body of soldiers in Central China. These men were supplied with Manser rifles, and China was also purchasing a number of modern machine guns.
