PARLIAMENTARY NOTES.

WELLINGTON, this day. HOSPITAL AND CHARITABLE AID. In the Council to-day, on the motion of the Hon. Jennings, a return w.js agreed to showing the amount paid by the Government to Charitable and Hospital Boards in Auckland and other principal centres, also of amounts .paid as hospital fees by patients. THE COAL COMMITTEE. The Coal Committee met to-day and elected Mr O'Regan chairman. The. Committee examined Mr Hargreaves, Chairman of the Westport Coal Company. A large number of witnesses from all parts are in attendance. Important evidence is expected. ORDER OF BUSINESS. The order paper to-day shows the following business before Parliament: —Legislative Council: Notices of questions, 2; Motions, 'A; Orders of the day, 5. House of Representatives: — Notices of questions, 58; Orders of the day, 83; Notices of motion, 31; Local bills, 18. Aniongst the last mentioned i-s Auckland Grammar School Bill, which heads the list for third, reading. The Auckland City Empowering1 Bill, stands twelfth for second reading; the Thames Harbour Board Empowering Bill is fifteenth, and the Auckland Harbour Board Empowering Bill last, for second reading. MR CARROLL'S SPEECH. The Hon. Mr Carroll's speech at Patea is generally pronounced temperate and statesmanlike. It made a strong impression. He carefully eschewed personalities, thereby disappointing his opponents, who had l^redicted a bitter partizan speech. The tone of the meeting was enthusiastic, and at the-close Mr Carroll received an ovation. SLAUGHTERING AND INSPECTION BILL. The Slaughtering and Inspection Bill has jvist been circulated. It is with one exception identical with the bill of last session. In every case where the population of any borough is not less than 2000 persons it shall be the duty of the local authority to establish abattoirs, the places of which must be approved by the Minitser. In lieu of establishing abattoirs the local authority may delegate to any fit person power to establish an abattoir, subject to the approval of i the Minister. Power is also given for two or more local authorities to use the same abattoirs. The Bill also provides for all slaughter-houses being licensed, and for all stock slaughtered therein to be inspected by a Government Inspector. A new provision of the Bill relates to the export of meat and grading and branding thereof. It specifies that this provision shall not be brought into effect except oa petition from the licensees of meat export slaughter-houses.
