RUSSIA AND HERAT.
CABUL, January 7,
The people of Herat being alarmed the. Ameer issued a. reassuring proclamation in reference to the completion of the railway, from Merv to Khusk, which is within 35 miles of Herat. It states that the Czar is merely solicitous for the organisation of his dominions.
