CRISIS IN FRANCE.
A SOCIALISTIC MANIFESTO.

The " Journal de Debats" approves of the action of M. Ribob, Premier, in breaking the bond attaching the Ministry to the Radical party. Thore ia no proof that M. Freycineb was implicated in the Panama Canal frauds, but as the Minister for War he was more popular with the army than Prresident Carnob or M. Ribob liked. M. Gorvaiso has declined to accepb the portfolio of Minister of Marine in the Fronch Ministry. A manifesto, issued by the Socialists, declares that the present system of Government in France must be abolished, and deprecates the country being governed by a handful of criminals. France has intimated to the Bank of England to prepare for the withdrawal of the credit balanoe in case of emergency.
