HE-ARRANGEMENT OF PORTFOLIOS.
CAPTAIN RUSSELL SWORN IN.

Wellington, this day. Captain Russell was sworn in as a member of tho Government this morning. Ministers held a long Cabinet meeting immediately after, at which ib was expected the re-allotted portfolios would bo officially made known, but the Premier, in repiy to inquirers, said he could not do so till evening. He leaves for Taranaki tomorrow morning.
