Regional Alliances Because we cannot usefully change the United Nations now, it does not mean that we should not look ahead. One day, perhaps sooner than we imagine, the United Nations must be changed or a new and better organisation put in its place. Many people believe that no organisation of sovereign States can secure peace at ,all and that only some form of world government can do this. They may well be right. I can only say that at present world government seems so remote that one must assume that, for a long time to come, sovereign States will remain the normal unit of power. The most probable development, I believe, is that the nations will seek their security less in the United Nations than in regional agreements or alliances within- the United Nations. That is allowed in the charter and is the declared aim of the British and United States Governments.— John Douglas Pringle.
