BILL TO ADJUST PAY (Rec. 12.25 p.m.) PRAGUE, April 11. The Government 1 approved of a Bill for civil service reform, whereby civil servants will be paid according to the quality and quantity of their work and not in relation to educational standard or seniority in the service. The Bill said that while in the past civil servants were “a special caste, which served the interests of the ruling capitalist classes,” their working conditions and pay had now to be adjusted to that of other workers.
