HOUSE PASSES BILL WASHINGTON, March' 15. The United States House of Representatives to-day passed a bill giving new safeguards to United States official secrets and increasing the penalties for espionage. There were 369 votes for the bill and two against it. The bill will now go to the Senate. It provides new methods for dealing with foreign-trained spies and saboteurs, and gives the President wide powers to protect military secrets.
