MOSCOW’S DEMAND FOR SURRENDER L . LONDON, March 12. Reuter says that the Moscow radio has announced that the Soviet Government has rejected as unsatisfactory the Finnish Government’s reply to the Soviet ‘demand for the surrender of Soviet citizens residing in Finland whom the Soviet authorities claim to be. war criminals. The Finnish Government’s statement that it has no knowledge of the whereabouts of these people is described in the Soviet Note as mere evasion. (
