SOVIET-FINNi’SH TALKS (Rec. 11.0) HELSINKI, March 31. It is learned that Finland’s insistence that Russia should send military aid only if Finland specifically asked for it caused a hitch in the RussoFinnish negotiations in Moscow for a military assistance and friendship pact.
President Paasikivi, members of the Cabinet and political party leaders met to-night to draft fresh instructions which a special courier will take to Moscow to-morrow.
