MILITARY LEND-LEASE

REVIVAL BEING DISCUSSED I ( Rec. 12.5) WASHINGTON, March 29. The revival of military lend-lease to Britain and other members of the Brussels Alliance is being discussed by officials in Washington. Military lend-lease is regarded , by some officials as the fifth stage of the Truman doctrine of “containing” Soviet expansion.

The Secretary of State, Mr G. C. Marshall, has refused to comment, except to say that France has requested military equipment. The first stage was a loan to Greece and Turkey in 1947 for economic and military purposes, the second was the Marshall Plan, and a third stage starts with the formation of the Western European Union in Brussels and the fourth is the rearmament of the United States through conscription and increased military equipment. No reference to the revival of military lend-lease has been made in official pronouncements. Such an announcement would have to be made after Congress has dealt with the conscription proposals, otherwises a revival of military lend-lease might bo seized on as a politically tempting substitute, making conscription unnecessary.
