SMUTS CALLS FOR MILITARY PREPAREDNESS CAPE TOWN, March 28. Genera] Smuts, in a speech at Pretoria, called for military preparedness as a guarantee of peace. He urged South African youth to -join citizen forces, and added: Hiere may not be war, but we must be ready to do our duty.”
