RUSSIA PROTESTS
ACTIVITIES OF AMERICAN MISSION (Rec. 11.20 a.m.) TEHERAN, Mar. 28. Russia, which protested to Persia against the activities of the United States military mission Teheran, sent a Second Note accusing Persia of a policy contrary to the 1921 RussoPersian Treaty of Friendship. (The treaty provides that Russia may move troops into Persia in certain circumstances)., The Note reiterated the charge that the United States mission was insisting on the right to occupy key posts in Persia. The Note described as injurious fairly tales charges of Russian interference in Azerbaijan affairs, which Persia made on February 5, in reply to the first Russian Note.
