COUNTERPROPOSALS DRAWN UP / (Rec. 12.30.) HELSINKI, March 16. The Parliamentary Foreign Affairs Committee has drafted counter-pro-posals to Russia’s proposal for a treaty. . The British United Press correspondent says it is understood the counterproposals include that an agreement should be signed for 10 instead of 20 years, and should be effective only in the event of Avar.
