PREPARATION FOR POLITICAL UNION (Rec. ,10.15 a.m.) BERLIN, Nov. 12. The Conservative Christian Democratic Union issued a manifesto requesting the London Foreign Ministers’ conference to establish a Central German Council as an advisorj body of the occupation Powers to prepare the way for the political union of Germany. ‘ n ‘Vh ‘ It suggested that the Advisory Council draw up a provisional constitution and prepare for the election of a German National Assembly.
