MR CHIFLEY’S SURPRISE DEFEAT RATIFICATION HELD UP (N.Z. Press Association— Copyright.) CANBERRA, Dec. 4. The Prime Minister, Mr J. B. Chifley, to-day suffered his first major defeat in ,a caucus. By 2!) votes to 23 the caucus decided to . refer the ratification by Australia of the Bretton Woods international financial agreement to the Federal conference of the Australian Labour Party, which is Labour’s supreme governing body. -The decision means that the fight which the parliamentary leaders thought had ended with the '‘endorsement by the Federal Executive of the Australian Labour Party of the ratification of the agreement, has only begun. The defeat has come as a general surprise to Mr Chifley’s supporters. In it are contained fundamental cleavages of opinion that could split the Labour movement wide open. The caucus decision means that the agreement cannot be ratified by Australia before the New Year as the conference of the Federal (A.L.P.) could not be convened until thAn.
