INCIDENTS AT AZERBAIJAN (Rec. 12.45 p.m.) TEHERAN, Dec. 18. The Persian Government issued a White Paper on events in Azerbaijan, listing specific acts of violence. It says that the facts clearly establish that a number of armed adventurers at Azerbaijan have taken advantage of the presence of foreign forces, and have engaged under the treacherous title of democracy in an armed urprising against the monarch and the democratic Government in Persia.
The White Paper claims that Russian statements in a Note to the United States are by no means consistent with the facts. Persia contradicts the Russian denial that events at Azerbaijan constituted an armed uprising. Persia also points out that the Russian claim not to have interfered with the movement of 'Persian troops was contradicted by orders from thei Russian compiander at Tabriz in refusing freedom of movement to troops under the commander of the Persian garrison at Tabriz.
