A , British Commonwealth programme of self-sufficiency is envisaged by Sir Graham Cunningham, Con-troller-General of Munitions for the British Government, Avho is heading, a commission which is> considering with the Canadian authorities the possibility of continuing the wartime liaison between the various military research establishments of the British Commonwealth. “In the event of another war we will have to meet our own munitions needs. Other countries including the United States, would probably be drawn in so fast that they would be hard-pressed to supply themselves.
