The decoration is the highest that can be awarded by the president, and Sir Bernard Montgomery will be , the first recipient. * . * .. * Sir Roy Dobson, managing director of A. V. Roe, Ltd., builders of the Lancaster bomber and the York and Tudor transport planes, anounced that his firm is considering the construction of a jet-pro-pelled airliner designed to operate at high speeds, and accommodating 50 sitting passengers or 22 sleepers with a range of more than 4000 miles. * * The black-out is returning to Britain because of the coal shortage, says the “Daily Express.” Mr E. Shinwell, Minister of Fuel, anounced that he was reluctantly compelled to ask local authorities to put out street lights at midnight. They are also to be asked to consider additional economies such as a reduction of the number of lights in side streets.
