TO IMPROVED POSITIONS. LONDON, Jan. 23. A Rangoon communique states: The British, in face of -superior enemy forces, are withdrawing from the mountain tracts east of" Moulmein to im proved positions. The Saigon radio; claims that the Burmese Government is moving from Rangoon to Mandalay.
