RUSSIA AND FINLAND.
LONDON, Jan. 20. The Stockholm correspondent of “The Tirrfes” reports that 15 men com - prising a Russian commission, under the leadership of the secretary to the Foreign Commissariat (M. Ostakavitch) have arrived in Stockholm in an undisclosed capacity, hnt informed circles hint that they will have discussions with Finnish emissaries under the auspices of the Swedish Foreign Office.
