“FULL ECONOMIC ASSISTANCE.” DELIVERY OF WAR MATERIALS. (.United Press Association —Copyright.) WASHINGTON, August 5. The commercial agreement between the United States and Russia has been extended for a year. *y the agreement the United States gives full economic assistance to Russia and gives her priority in the delivery of all essential war materials. Mr. Sumner Welles, the Under-Secre-tary of State, said that the United States Government is issuing unlimited licences permitting the export to the Soviet of a wide variety of material needed for strengthening the defences of the country. The United States was also favourably considering extending shipping facilities to hasten aid to Russia. A message from Tokio says the spokesman for the Japanese Cabinet’s Information Bureau (Mr Ishii) declined to comment on the trade pact between Russia and the United States because he did “not want to interfere with American policy.” Japan was not optimistic about cuture trade with America.
