OILFIELD FIRES DENIED. LONDON, October 16. Official circles in London report that telegrams received) from Bucharest states that there has been iio vital change in the situation in Rumania. None of the stories regarding the situation as it affects Bulgaria and Russia is confirmed by either Russian or Bulgarian sources. The Tass agency denied that Russia was informed in advance of the German plan to occupy Rumania.
